I can't say that this will run anywhere as I haven't tried everywhere, but the places I have tried it's worked nicely.

Shadow Arts: 12 + 3 + 1
Skills
Glyph of Swiftness (Elementalist, Air Magic)
Deadly Paradox (Assassin, Deadly Arts)
Shadow Form (Assassin, Shadow Arts, Elite)
Flame Djinn's Haste (Elementalist, Fire Magic)
Crippling Dagger (Assassin, Deadly Arts)
Death's Charge (Assassin, Shadow Arts)
Shadow Sanctuary (Assassin, Luxon/Kurzick title track)
Shadow Refuge (Assassin, Shadow Arts)
Use
Most of the time, you will only use the first four skills.
Use Glyph of Swiftness, Deadly Paradox and Shadow Form. Repeat this sequence when (and only when) Shadow Form is about to end.
Use Flame Djinn's Haste as a speed buff and for AoE if you have a mob gathered around you.
Crippling Dagger can be handy if one foe is chasing you, using touch attacks and signets and Flame Djinn's is down and recharging.
If Flame Djinn's does not scatter a mob, use death's charge on a foe on the outside of that mob and keep running.
Use Shadow Sanctuary and/or Shadow Refuge to heal in an emergency or to counter degen from poison/bleeding.
Equipment
Fully Radiant Armour
Shadow Arts head piece with Superior Shadow Arts rune
Energy boosting weapons (I use a caster sword and straw effigy)
